Define "web development software". I'll explain the 2 most likely options.

Vodoo uses a program called phpDesigner which is a quite good IDE.
I use vim, personal preference, 'tis amazing.

The site is built on a framework from WoltLab but Vodoo has changed the framework quite significantly. All the features you see on the site except for the forums are handwritten.
