These seem like odd things to look at considering that most of the now popular shoutcasters aren't very skilled at the game but still shoutcast perfectly fine. Not to mention there are plenty of people who know the game fairly well that aren't very skilled at the game as well. Makes me feel like why bother since I have a borderline PC and don't play ranked but know the game inside and out and have followed the competitive scene very closely for about 6 or 7 months.
I have commentated games before, but have not recorded them. I also have not commentated a game for about a year now. Is that a problem? I have watched commentaries for a long time and have seen famous casters' videos. If you guys can let me spectate and record a commentary of one of your scrims, that would be AWESOME.

Video card / RAM – This is very important since you must be able to stream lag-free. No exceptions.
I would just like to point out that CPU supersedes V card/RAM in terms streaming power. its largely the CPU encoding the real time screen capture which is then uploaded.
_________
best of luck to all who tryout

NOPE xsplit utilizes GPU
FME and other encoding software? Sure you're right, but not xsplit
