it's not, if i'm going exactly by the wording in your question.
reduction (whether flat or percentage-based) occurs in the form of a debuff to a champion, and directly lowers their defense. your teammates benefit from this as much as you do.
penetration is a personal stat, and will be displayed on your character sheet. it says how much of a target's defense your attacks will ignore. penetration occurs after reduction. when looking at the two types of penetration, flat penetration is factored before percentage-based penetration. your champion's skills/attacks are the only ones that benefit from your penetration.
if your question was about why flat is factored before % in the case of penetration only, then the above reasons are correct. when percentage-based penetration is calculated first, it becomes so effective that those items are 'must buys' in every game and they greatly diminish how valuable defense would be.
