This sounds like similar problem I have just responded to in this section of the forums. That being said, I strongly suggest that you search around Help & Support for any other players having similar issues.
Your symptoms sound like you may have some missing Windows Updates that are necessary for LoL to run properly. Try updating your Windows and if that doesn't help, send us a support ticket and we'll troubleshoot your issue
